Gene Boucher
President
Gene began his career in Human Resources in 1989 and brought his talents to Public Sector Human Resources in 2006. Gene has held many roles throughout his career including Corporate Trainer & HRIS Consultant before moving to the Public Sector.
Gene has worked for school districts, special districts, and City's throughout Northern California. He has a broad depth of knowledge in public sector Human Resources, and has been passionate about improving the image of HR in the organizations he has worked for.

Gene served as the HR Manager for Union Sanitary District until 2021 when he semi-retired from that role and moved into the HR consultant role with Boucher Law.
​
Gene earned his BS in Business Administration from California Coast University and graduated Cum Laude, and hold the following HR Credentials:

Gene is passionate about HR and DEI initiatives and has worked hard in the organizations he has worked for to bring DEI initiatives to the forefront.
​
In 2018 Gene became President of CalGovHR and has held that role since then. He was instrumental in moving the organization from a local Bay Area Chapter to the State-wide organization it is today. He is passionate about the organization and ensuring that we are serving our members well and bringing relevant training opportunities to help grow the future of public sector Human Resources.
Alisa Gorden
Vice President
Alisa began her career in Public Sector Human Resources in 2013. She has held many roles throughout her career, and is currently the Human Resources Manager for Union Sanitary District since 2022.

Alisa holds a BA in Psychology from University of the Pacific, and a Masters Degree in Public Administration from California State University - East Bay. Alisa also earned her Certificate in Human Resources Management from UC Berkeley Extension.
​
Alisa has served on the CalGovHR Board since 2017, and is serves as the Board secretary and co-MC at the annual conference.
Irene Barragan
Secretary/Treasurer
Irene began her career in Human Resources in 1997 and in 2002 brought her talents to Public Sector Human Resources. She has held many roles throughout her career, and is currently the Human Resources Director for the City of Los Altos.

Irene holds a BA in Business Management from Saint Mary's College of California, along with a Human Resources Generalist certificate from San Jose State University.
​
Irene participated in the first ever CalGovHREmerging Leaders program in 2017.
​
Irene has served on the CalGovHR Board since 2017, and is responsible for the organizations finances.
